Supplies:
Tulle, elastic, scissors
How:
Cut the tulle beforehand:
I have been ordering tulle by the bolt. The size is 45" wide.
Cut the fabric through several layers the long way. As these layers come off the cardboard bolt, keep them together and cut into 4 or 5 sections or lengths, each about 18" long.
How to assemble:
Hold elastic around waist and cut what you need to fit snugly.

Hold elastic around waist and cut what you need to fit snugly.
Tie each strip onto the elastic band so ends puff out evenly.
You can do this while wearing the waist band or not!
Tulle was named for a city in France, where lace was manufactured.
